Tie the budget signal to protocol requirements, WBS, SOW, site contract terms, vendor assumptions, and the decision owner who can approve or reject change.

Governance threshold

Escalate if cost control would remove required work, delay critical path, create vendor underperformance, or hide scope change as a finance problem.
